The answer, at least on the County Council, would appear to be no.

Today Hertfordshire County Council has been named and shamed as one of only 6 of 353 councils to have qualified accounts. Account qualification is a status give to accounts that the Auditor will not sign off as they are not a true and fair record of what money was spent where.

As reported here previously the council has already been told it will have to pay more for it’s auditing because of its failures year on year and this public airing perhaps reflects their frustration in getting the Tories to address the issues.
